How Roblox Partners With Law Enforcement

Safety is foundational to everything we do at Roblox—our platform was built for all ages, including users younger than 13, from the beginning. Our approach includes a large-scale safety infrastructure and oversight from thousands of people worldwide dedicated to safety. Roblox is also a fundamentally different place from the rest of the Internet. We require age-verification for unfiltered chat between users. All other chats, including public discussions, are aggressively filtered and designed to prevent the sharing of personally identifiable information—including phone numbers, usernames, and links to other online platforms.

As part of our proactive moderation systems, we leverage advanced detection and rapid response protocols to report possible illicit activity, violent threats, or other real-life harms to law enforcement. We are focused on relentless innovation, and our work on safety is never done. This partnership with law enforcement—which we are proud to highlight as Roblox participates in the 37th annual Crimes Against Children Conference (CACC) this week—is part of our thorough, multifaceted efforts to help keep users safe.

Our stringent safety measures may frustrate bad actors and push them to operate on other platforms. This is positive—we don’t want them on Roblox—but we also know many of our users are active across multiple platforms and we want to contribute to their safety even when they are not on Roblox. That is one of many reasons we collaborate with law enforcement worldwide, while taking care to protect the privacy of our users. By helping to identify and disrupt bad actors, we seek to assist law enforcement in connecting the dots across platforms to further investigate and intervene where appropriate.

Working With Law Enforcement

Participating in law enforcement conferences such as CACC is just one of the ways we partner with law enforcement to help keep Roblox users safe. Through vigorous global outreach, we’ve developed deep and lasting relationships with law enforcement at the international, federal, state, and local levels. We share best practices and learnings, provide clear guidance about how law enforcement can contact us via our law enforcement portal, detail the types of records that might be available in response to valid legal requests, and actively seek law enforcement’s input on safety matters. We also have dedicated internal teams that work around the clock to support law enforcement requests, investigate platform safety threats, and escalate serious threats to appropriate law enforcement.

We maintain direct communication channels with organizations, such as the FBI and the National Center for Missing and Exploited Children (NCMEC), for immediate escalation of serious threats that we identify. We proactively report potentially harmful content to NCMEC, which is the designated reporting entity for the public and electronic service providers regarding instances of suspected child sexual exploitation. In 2024, we submitted 24,522 reports to NCMEC (0.12% of the 20.3 million total reports submitted to NCMEC).

Moreover, in collaboration with NCMEC and law enforcement, we’ve taken specific steps to improve the actionability of our NCMEC reports, such as including key information regarding aggravating factors or imminency concerns. These actions facilitate the ability of NCMEC and law enforcement to more readily triage and investigate our reports. Additionally, we proactively escalate potential safety threats (such as terrorism, violent extremism, or individualized threats of violence) through an integration with the FBI, which is designed to handle reports from platforms like ours. In all such instances, our dedicated internal teams are standing by 24/7 to further assist law enforcement with any resulting investigations.

Broader Collaboration

This challenge is not unique to Roblox. We are in constant communication with other platforms, nongovernment organizations, and academic/industry consortia working to find solutions to thwart bad actors. We’ve been an active member of the Tech Coalition, a community of tech companies working together to protect children online, since 2018. We joined Lantern as a founding member in 2023. This first-of-its-kind cross-platform signal-sharing program enables participating companies to share information and take action on bad actors who move from platform to platform. We also joined the Robust Open Online Safety Tools (ROOST) initiative as a founding partner to share new safety technology that can help advance the industry as a whole, beginning with our voice-safety classifier.

In addition to these organizations, we collaborate with policymakers on key child safety initiatives, legislation, and other efforts. We were the first and one of the only companies to support the California Age-Appropriate Design Code Act to protect young users’ information. And we signed a letter of support for California Senate Bill 933 (SB 933), which updates state laws to expressly prohibit AI-generated child sexual abuse material.

Vigilante Groups

Law enforcement professionals are best positioned to investigate potential crimes. Therefore, we want to be sure any violations on Roblox are reported and acted upon through the proper channels.

Unfortunately, there are cases of vigilante groups or individuals violating our policies to entrap users or otherwise self-police the platform. While these groups may appear to have the public’s interest at heart, they are in fact acting in ways that could be harmful to others, both on and off our platform. For example, their efforts may leave bad actors on the platform longer simply to create more sensationalized social media content.

Actions taken by vigilante groups increase the risk of more users being exposed to bad actors and can delay enforcement efforts by both Roblox and law enforcement. Any account, including those of vigilante groups or individuals, caught violating our policies will face consequences up to and including removal and banning, where warranted. We enforce our policies in accordance with our Community Standards and overall Terms of Use.

Instead of taking matters into their own hands, we encourage the community to report any inappropriate behavior directly to Roblox or law enforcement using the easy-to-report methods outlined below.

Appropriate Reporting Methods

We encourage any user who believes a crime has been committed to contact their local law enforcement directly. As described above, we regularly work closely with law enforcement, and when law enforcement contacts us, we coordinate with them to the fullest extent possible. Users can also report potential child sexual exploitation directly to NCMEC’s CyberTipline.

In addition to our work with law enforcement, we’ve established a Trusted Flagger program, where close and trusted partners can report potential serious criminal activity (such as terrorism, violent extremism, or child exploitation) to us. We promptly review these reports and, as necessary, take action accordingly. We are always looking to expand this program and welcome outreach from interested entities.

On the platform, we provide a robust abuse-reporting tool that enables any of our over 100 million daily active users to report inappropriate behavior on Roblox for review and potential investigation. We continually improve this interface to make it easier for users to capture all the necessary information, enabling our safety teams to assess potential violations more swiftly and accurately.

We know this crucial work is never finished. We will continue to push on all fronts to improve online safety, including working with policymakers on laws that protect children and teens, collaborating with public authorities and across industry to share feedback, supporting law enforcement investigations, and elevating our own safety systems to help keep users safe on Roblox.
